A simple test in picking the right time zone

If the counties have to argue the case for Indiana's proper time zone placement, then I propose a litmus test to bring most of the state (excluding the northwest and southwest) together. This is an honest question for people with knowledge of celestial mechanics. If anyone were to stand on Meridian Street on the day of the summer solstice when the sun is at its highest point, would that moment be closest to noon Eastern Standard Time or noon Central Standard Time?

The answer to this question seems to be a natural solution to the debate. It would be a travesty to let political and business interests dictate a situation that is unnatural. Answer this, and let the counties be heard in unison.
